The PHP client requires the server to have this issue fixed:

This update supports:
• Producer with standard messages
• Producer with FIFO messages
• Producer with timed / delay messages
• Producer with transactional messages
• Producer with recalling timed / delay messages
• Simple consumer
• Priority messages
