Inconsistent Behavior of Admin Page Navigation Bar

The page navigation bar at the bottom of the Admin page is inconsistent in terms of user's experience. When a user clicks on one of the page buttons, the behavior of the page bar is unpredictable compared to the ones that people use on other pages. Needs improvement to make it more user-friendly.
