Release v0.20260716, shipping #16 — the fix for the infinite busy loop in KeyIndex:add() when key_count falls behind occupied slots (root cause of apache/apisix#12275, workers pegged at 100% CPU on a full metrics dict).

Same flow as previous releases: on merge, the Release workflow tags 0.20260716 and uploads nginx-lua-prometheus-api7 0.20260716-1 to LuaRocks. I'll then submit the dependency bump to apache/apisix.
