Apply PPE pricing to the Sitemap Extractor

Pricing (updated after research):

• Free user: $0.5/1000 urls
• Starter: $0.3/1000
• Scale: $0.2/1000
• Business: $0.1/1000

Implementation:

• The Actor needs to be priced for events (PPE pricing model). Primary (and the only) event would be to add a record to the dataset. So 1 result ("1 URL + 1 HTTP code") would be charged as an event.
