Convert ISFreeNodes to standard coroutine

This PR splits ISFreeNodes into separate synchronous and asynchronous methods, replacing the old boolean synchronous parameter. The asynchronous version is converted to a standard coroutine. This removes the need for the extra IndexedSet.actor.h file.
