Convert several DDShardTracker.actor.cpp actors to standard coroutines

This PR nearly completes the conversion of this file to pure C++. The last remaining step is to refactor DataDistributionTrackerImpl without creating a large race statement.

The generic timeout actor is extended to support a TaskPriority parameter, matching other timeout overloads. This is necessary for the new fetchShardMetrics implementation.
