Add Option to extend or disable "Timeout of response" headers

This feature request is based on issue #598 .

In enviroments with firewalls or other security infrastructure, it may be nessesary to extend or disable the timeout of response headers, to download packages of the mirrored repo, especially with lager files.

The option right now is hardcoded, so to increase the timeout, aptly must be compiled from source.

It would be nice, if there was an option to increase the timeout, without recompiling with every update.

thanks for reporting. the default downloader in aptly does not support many features, but there is a grab downloader which can be enabled in the config file. Are you useing this one already or could you give it a try ?
