PR Description:

Cleaned and completed Hindi translation file (base.po):

Changed language name from he to hi
Ran locales_generator before on hi before making any edits
Removed all #, fuzzy lines after carefullly examining the translation and fixing wherever necessary
Filled all the empty translation with their appropriate translation
Ran locale_generator again after completing the file
Using pytest made sure it ran successfully
