Are you having troubles installing PHP 7.1.3?

I was having problems installing PHP 7.1.3 with asdf, I am using arch linux and had problems with OpenSSL and ICU

I had to build icu 57.2 from source, after downloading it, extracting, i executed:

mkdir /opt/icu-57.2
./runConfigureICU Linux --prefix=/opt/icu-57.2
make
make install
cp ./config/icu-config /opt/icu-57.2/bin/

This is what worked for me:

PKG_CONFIG_PATH=/usr/lib/openssl-1.1/pkgconfig CXXFLAGS=$(/opt/icu-57.2/bin/icu-config --cxxflags) CPPFLAGS+=" -DU_USING_ICU_NAMESPACE=1" PHP_CONFIGURE_OPTIONS="--with-icu-dir=/opt/icu-57.2 --with-openssl --with-openssl-dir=/usr/lib/openssl-1.1"  asdf install php 7.1.3
