Add APPRISE_ON_ERROR_ONLY flag to suppress Apprise notifications on successful runs

Currently, Apprise (and the deprecated HOOK_NOTIFICATION) sends notifications on every script completion, including successful runs.

Healthchecks.io already handles the success/failure distinction correctly (ping on success, alert on silence), but Apprise has no equivalent control.
