Closing this PR. It updates only the lockfile and bumps TypeScript to 5.9.3, but package.json still specifies "^5.8.3". This mismatch breaks npm ci, which requires both files to be in sync.

If we want to upgrade to TypeScript 5.9.x, we need to update package.json and regenerate the lockfile intentionally, then verify the build and tests.

Since this PR would break CI, closing it.
