How to introduce a new tag with the minimum 3 items requirement?

The lint requires at least 3 projects per tag, but the contribution guidelines say one item per PR.

These two rules conflict when introducing a completely new tag that doesn't exist yet.

How should this be handled?

First submit them with the Miscellaneous tag.
Once 3 of these projects are added, a new tag can be added, and the relevant projects switched from Miscellaneous to your new tag.

But just to understand: if there are 3 PRs with software tagged Miscellaneous and then a 4th PR comes with the tag digital-signage, would this not repeat the error?

@sagiadinos the 4th PR should add the tag Digital signage and attach it to 3 items.
This way the tests will pass.
