Description of changes:

Bumping k8s.io/* dependencies to v0.36.2, the current latest release

Also bumping sigs.k8s.io/controller-runtime to the latest release v0.24.1.

Initial PR had planned to update only the k8s.io/* dependencies but local go-tests failed unless the controller-runtime dependencies were also updated.

Steps run to update dependencies

go get -u k8s.io/api
go get -u k8s.io/client-go
go get -u sigs.k8s.io/controller-runtime

go mod tidy

I'm waiting for a aws-controllers-k8s member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
