feat: Add construct to build and publish EMR on EKS custom image (#551)

* Add a construct to build a custom EMR on EKS image based on a Dockerfile provided. The Dockerfile is uploaded on S3, the custom image is built by a CodeBuild project and published in an ECR repository. Image ARN is provided as an output of the stack.
