Description

Prepares the otel-plugin module for publishing to Maven Central as an independent artifact (aws-durable-execution-sdk-java-otel), starting at version 0.1.0.

When triggering the Maven Release workflow:

• To release otel-plugin: fill in otel_plugin_version (e.g. 0.1.0) and otel_next_version (e.g. 0.2.0-SNAPSHOT)
• To skip otel-plugin: leave both fields empty
