Add ConsistentRead client config to DDB Enhanced Client

Motivation and Context

Currently, consistent read can be configured at the request level, i.e., GetItemEnhancedRequest, QueryEnhancedRequest, and ScanEnhancedRequest, but not on the client level.

Add consistentRead() setter on DynamoDbEnhancedClient / DynamoDbEnhancedAsyncClient
