fix(autoscaler): Revert 1-35 CHECKSUMS to original values (#5596)
The clean CodeBuild run computes 40645f57/d8ed1d11 for 1-35 (the values originally committed in #5480). The earlier 86aaccae/6ef2f978 change was based on an anomalous/interrupted build run and was incorrect; it caused 1-35 validate-checksums to fail. 1-35 was never actually drifted.
