Spells are auto assigned in main action bar but not in the others

One cool feature is to auto assign the spells in the action bars, however this only works in the main action bar

How to recreate:

1. Create a character any class and race
2. Level up with .level 30 for example
3. You will have your main action bar full of skills but the others empty
