The question is that at this point (where Onyxia is not out, only the 10 man version) should this quests be or not accessiable for both factions?

How to test this?

• Be alliance
  .additem 18423 and accept the quest from Head of Onyxia (starts: Victory for the Alliance).
• .go quest ender 7495 and deliver the quest Victory for the Alliance and see you cannot pick up Celebrating Good Times

do the same for the horde:

• Be horde
• .additem 18422 and accept the quest from Head of Onyxia (starts: Victory for the Horde).
• .go quest ender 7490 and deliver the quest Victory for the Horde and see you can pick up For All To See
