fix: override settings core dependency path

Summary

• update the Tab5 manifest to reference espressif/settings_core with an override_path so dependents resolve to the local component copy

Testing

• ESP_IDF_VERSION=v5.4.2 bash ./tools/install_idf.sh
• idf.py set-target esp32p4 (fails: component registry access to espressif/cjson is unavailable in this environment)
• idf.py build (fails: component registry access to espressif/cjson is unavailable in this environment)
• idf.py lint (fails: component registry access to espressif/cjson is unavailable in this environment)
