Javadoc documentation

Since SSPlot can also be used as a library for plotting in client code, public API needs better docs.
Currently much of the API lacks documentation as far as javadoc shows.

• add docs (packagewise issues)
• add documentation CI check (mvn javadoc:javadoc)
