[OSS-ONLY] Finalize BABEL_2_17_STABLE

Description
Finalize BABEL_2_17_STABLE branch:

1. Update DEFAULT_BRANCH to point to stable branch.
2. Update workflows to point to stable branch.
3. Disabling TDS fault injection framework
