[Feature-request] Do not close annotation input with text

The user selects text; the annotation popover appears.
The user enters a long comment there.
Then they either click elsewhere accidentally or with purpose (e.g., to select and copy another text to use that copy in their annotation).
The annotation popover closes. All text they entered is lost.
The user is disapponted.

Proposed fix: don't auto-close the annotation if there's some text already.
