Pixel watch 3, cannot relock bootloader, unlocking even without root broke pay function

What happened?

Unlocked bootloader without researching enough to realize it wasn't worth it, now cannot seem to get the damn thing to relock!

Device state before issue

It was and is fine, flashed an OTA

Steps to reproduce

Connect to PC
ADB enabled
Reboot to bootloader
Fastboot flashing lock, no love
Tried in PixelFlasher both system on and in bootloader

Is your device rooted?

No

If rooted, have you granted shell root access?

N/A (device not rooted)

Are you using a custom ROM or kernel?

No, I'm using stock ROM and kernel

If using custom ROM/kernel, please confirm

Please use the latest Android Platform Tools, you're using an old one.
Furthermore, if you have done the manual command fastboot flashing lock and it didn't lock, then this is not a PixelFlasher bug, PixelFlasher basically executes that same command.
I suspect it has to do with your Android Platform Tools
Update and try again.
You can also try it from fastbootd mode.
