[adr-0437] Register overlay-aware-bootstrap surfaces on ws-0424

Workstream surface-ownership gate flagged Makefile / generate_inventory.py /
timed.sh / ADR 0437 / postmortem / diary as outside declared owned surfaces.
Add `ws_0424_overlay_aware_bootstrap` owned_surfaces block so the gate
recognises them as claimed by this workstream.
