Bump to v1.30.2

Summary

• Bumps version to v1.30.2 to release the fix from fix: merge last_service_data across split calls to fix detect_non_ha_changes with separate_turn_on_commands #1426 (merge last_service_data across split calls with separate_turn_on_commands)

This fix has been on main for 19 days but hasn't been released. Users with separate_turn_on_commands enabled are running stale code where manually-set brightness changes get overridden by adaptive lighting.

Sorry it took me so long to get to this. I've been a bit overwhelmed by the number of AI-assisted PRs opened here recently, and I've also been spending nearly every spare hour on my biggest project so far, MindRoom.

I'm very supportive of using AI for coding, but many of these PRs still need careful human review because even plausible-looking changes can introduce subtle breakage. That backlog made me postpone reviewing them for a while.

I've now done a batch review with Codex / GPT-5.5 (xhigh). This comment is AI-assisted, but I've reviewed it before posting.

This is only the manifest version bump, and I do not see an issue with the change itself.

I would keep this as the final release-prep PR, after deciding which functional fixes from the queue should go into v1.30.2, rather than merging it before the release contents are settled.
