Description

Add new generic multi-select component which provides removable chips, select all. Update criminal/civil documents to use new component and display appropriate headers.

How Has This Been Tested?

Tested that scheduled documents are defaulted appropriately for civil documents.
All documents and no filter function the same.
Chips are displayed based on selection and can be clicked to cancel.
Headers display based on selection.
