Upgrade llama.cpp from b9102 to b9103

b9103 only bumps cpp-httplib v0.43.4 → v0.44.0:
- RFC 9110 §5.5 compliance: header values no longer percent-decoded in parse_header
- ThreadPool constructor is now exception-safe on partial thread-creation failure

No llama.cpp API changes; no project code changes required.
