If I recall, we tried to keep the java runtime low for compat reasons? Is there a reason we bump it?

Description
This updates the minimum JDK required and maven package builds. It also cleans up some items in the pom.xml. Also updated readmes
Since we're upping the minimum jdk, we should probably do a major release.
