Support mithril-cli as a first-class entrypoint target

Create a bin/run-mithril script and wire it up to the entrypoint script. Make sure it configures the correct environment variables and supports both of the mutually exclusive workflows; simply setting NETWORK and the more explicit set of environment variables.

@wolf31o2 I wouldn't mind taking this up. Are there any other specific functional requirements? Do you think it would be beneficial to include this in the docker-mithril-client container as well?

I think it could be useful to provide it in both places.

As for requirements, taking the existing functionality from within bin/run-node and bin/run-network and merging it into a single script which gets called by each as appropriate is what I would like.
