feat(i18n): Add i18n infrastructure and Chinese translations

- Add vue-i18n dependency and i18n plugin
- Create English and Chinese translation files (en.json, zh.json)
- Add Vuetify Chinese locale support
- Configure i18n with fallback locale and locale persistence
