renovate: Enable onboarding PRs for repos without config#213

Renovate has built-in onboarding support that proposes a "Configure Renovate" PR to any discovered repo that lacks a config file. We had this disabled, but it's the right mechanism for ensuring new repos get the standard renovate.json extending our shared preset. Set onboardingBranch explicitly to use the bootc-renovate/ prefix, since branchPrefix does not apply to onboarding PRs.
