docs: promote keyviz per-cell conflict from proposed to implemented
PR-3d (#824) landed the per-cell Conflicts wire format + SPA per-cell hatching. Rename the design doc to *_implemented_* and flip the frontmatter status per the docs/design lifecycle convention.
