Add merged-settings.html partial and helpers to merge settings data from previous versions, enabling TOML file deduplication.
Remove redundant content from version-specific TOML files, keeping only deltas from the previous version.
Allow version-specific TOML files to mark inherited docs.tag entries as deleted, preventing them from appearing in later versions.
Deduplicate data/settings to reduce the number of files
