What Changed

• Updated actions/checkout from v6.0.2 (commit de0fac2e) to v6.0.3 (commit df4cb1c0) across 21 workflow and action files
• Updated GOVULNCHECK_GO_VERSION from 1.26.3 to 1.26.4 in .github/env/00-core.env

Why It Was Necessary

• Keep GitHub Actions dependencies current to receive latest security patches and bug fixes in the checkout action
• Update the Go version used for vulnerability scanning to align with the latest patch release
• Maintain consistency across all CI/CD workflows and composite actions

Testing Performed

• CI workflows will validate the updated checkout action automatically on next run
• All existing workflow triggers and conditions remain unchanged, ensuring backward compatibility
• The govulncheck scanner will use the updated Go version for subsequent vulnerability scans

Impact / Risk

• Risk Level: Low - patch version updates for both the checkout action and Go version
• Breaking Changes: None - both updates are backward compatible patch releases
• CI/CD Impact: No changes to workflow logic, only dependency version bumps
