Why It Was Necessary

Testing Performed

• Verify all GitHub Actions workflows execute successfully with the updated actions/checkout@v6.0.3 action
• Confirm govulncheck security scanning continues to function correctly with Go version 1.26.4
• Validate that no breaking changes were introduced in the patch version updates of the checkout action
