What Changed

• Reorganized technical conventions documentation by removing 3 files (sweep.yaml, ci-validation.md, governance-documents.md) and consolidating their content
• Added new ai-compliance.md document to centralize AI agent guidelines and requirements
• Updated 8 existing markdown files in .github/tech-conventions/ with reformatted line endings and minor content adjustments
• Modified .cursorrules configuration file with updated formatting
• Refreshed .github/.env.base environment template with synchronized variable definitions
• Updated .github/AGENTS.md with revised agent interaction guidelines

Why It Was Necessary

• Consolidates overlapping documentation to reduce redundancy and improve maintainability of technical conventions
• Creates a dedicated AI compliance document to provide clearer guidance for automated agents working with the codebase
• Synchronizes configuration files and environment templates to ensure consistency across development environments
• Standardizes line endings and formatting across documentation files for better version control tracking
• Removes deprecated Sweep AI configuration file as part of tooling evolution
