What Changed

• Updated GOVULNCHECK_GO_VERSION from 1.26.1 to 1.26.2 in .github/env/00-core.env
• Updated GO_COVERAGE_VERSION from v1.3.7 to v1.3.8 in .github/env/10-coverage.env

Why It Was Necessary

• Keep the govulncheck Go version current with the latest patch release for improved vulnerability detection and bug fixes
• Update the Go coverage tool to the latest version to benefit from recent improvements and fixes
• Maintain tooling dependencies at their most recent stable versions to ensure optimal CI/CD pipeline performance

Testing Performed

• CI workflows will automatically use the updated tool versions upon merge
• Govulncheck will run with Go 1.26.2 during vulnerability scanning jobs
• Coverage reporting will utilize v1.3.8 of the Go coverage tool in applicable workflows
