Why It Was Necessary

• Keep goreleaser tooling up-to-date with the latest bug fixes and features available in v2.14.1
• Upgrade GitHub Actions dependencies to the latest major version to benefit from improvements and security patches
• Maintain consistent versioning across CI/CD pipeline tools

Testing Performed

• Verify that scorecard workflow executes successfully with the new upload-artifact v7.0.0 action
• Validate that goreleaser v2.14.1 can be downloaded and executed without errors in build pipelines
• Confirm all existing workflows continue to pass with the updated versions

Impact / Risk

• Low Risk: Patch version update for goreleaser (v2.13.3 → v2.14.1) should maintain backward compatibility
