Why It Was Necessary

• Updating actions/checkout to v6.0.3 ensures the latest bug fixes and security patches are applied to all checkout operations across the CI/CD pipeline
• Updating the govulncheck Go version ensures vulnerability scanning uses the latest patch release with the most current security database and tooling improvements
• Keeping GitHub Actions dependencies current reduces security vulnerabilities and ensures compatibility with the latest GitHub Actions runner features

Testing Performed

• CI/CD workflows will automatically validate the updated actions/checkout action across all workflow files during their next execution
• The updated govulncheck Go version will be validated during the next security scan workflow run
• All existing test suites will run with the updated dependencies to ensure no regression in checkout behavior or vulnerability scanning
