Add Resources Page layout

Summary

• Added review section allowing users to submit star ratings and written feedback (temporary format; will later be replaced with guided questionnaire-based input).
• Added “My Favorites” section for saving preferred programs.
• Added informational icons for each program (e.g. location, paid/unpaid, certification), with hover tooltips for details.
• Added toggle to switch between main page navbar and resources page navbar.

Notes

• Resources.jsx is relatively comment-heavy. Let me know (@ N V on Flock) if you would like Resources.jsx without comments :)
• There are notes on the top of Resources.jsx for things I am working on adding to the page right now.
• Waiting for more program data from the backend for the other pages (Skill-Building Opportunities, Contests & Challenge)
