fix(fulfillment-vault): upgrading fulfillment-vault to handle native hype

Changes:

• Upgrading fulfillment-vault to handle native-hype differently when transferring to core (hyper-evm-library had some logic bugs)
• Ongoing Issues: Hypercore dependency is making foundry think we're importing giant contracts and breaking the forge build --sizes check incorrectly.

Tests:

• Tested on localhost with mainnet and in prod
