Build pre-built Linux binaries against musl

The pre-built Linux binaries for wit-bindgen-go link to glibc, causing compatibility issues with some systems. Can we switch to musl? I can open a PR.

Simply setting CGO_ENABLE=0 for the build does the trick. Would that cause any problems? I can't find any Go source file that does import "C". The only mentions of cgo are here (which makes sure all the tests pass with CGO_ENABLE=0) and here (which seems to be dead code -- could I delete it?).

Ok well the invocation of cgoFileFor was first disabled here then commented out here. Not totally up to speed on the context, but looks like that wouldn't affect the pre-built wit-bindgen-go binary either way since the cgo files are being generated later. I'll just suggest a PR to add CGO_ENABLE=0 to the build workflow.
