Bump wasmtime + deterministic-wasi-ctx to 44.0.1 / 4.0.2 (#1204)

Combines the four interdependent Dependabot PRs (#1192, #1193, #1194, #1196)
into a single update. The wasmtime, wasmtime-wasi, and wasmtime-wizer crates
must move together at 44.0.1, and deterministic-wasi-ctx 4.0.2 is the version
that depends on wasmtime 44, so each PR fails on its own.
