chore(jco): add p3 wasi test components

This commit adds the release builds of upstream p3 WASI test
components that should be covered under test by the JS host (jco
bindgen).

These components are taken from upstream wasmtime as of commit
b6fb64b210, and can be bulid locally by pulling wasmtime and running:

```
cd crates/test-programs/artifacts
MIRI_TEST_CWASM_DIR=/tmp cargo build --release
```
