doc: Make the age-verification LEGAL-NOTICE more general
Things are changing very rapidly on that front, so rewrote the legal notice in such a way that it applies based on the existence of an age-verification law rather than on a list of places and dates. Signed-off-by: Christophe de Dinechin <christophe@dinechin.org>
