Add multi-repo CI/CD automation workflows

[ForisKuang]

• cbio-build.yml: Add update_k8s_deployment job that auto-updates
  image tags in knowledgesystems-k8s-deployment and syncs ArgoCD
  after successful Docker image build on main branch.
• cbio-integration-test.yml: New smoke test workflow that builds the
  Docker image and validates it starts correctly with production
  config from the k8s-deployment repo.
