feat: mops build subcommand

This PR adds a Cargo-style build command to Mops as part of the transition from dfx to the new ICP CLI.

Example usage:

mops.toml

foo = "src/Foo.mo"
bar = { main = "src/Bar.mo", args = ["--incremental-gc"] }

[build]
args = ["--release"] # `moc` CLI args for all canisters

Commands:

mops build # Build all canisters
mops build foo # Builds the `foo` canister

npm run mops build # Run from dev environment

--verbose flag shows build time and resolved moc commands for each canister.

Note that in contrast to dfx, the args property takes an array of strings (individual arguments). This is a security improvement which is also used for MCP server configuration.
