[FEATURE] ability to select whether to operate on same branch

allow the ability to edit subtasks generate by fullstack planner on the same repo, to use the same branch or use a seperate branch. to work on the same branch, generate outpout for the pm agent needs to cope for when a pr has already been created (edit the pr instead of trying to create a new one)
