workflow_dispatchto the iOS runner release workflow.Manual runs require a
release_taginput for the GitHub Release upload target and support an optionalcheckout_refinput so operators can build a branch, tag, or commit SHA instead of only the release event ref.Touched files: 1. Scope stayed within release tooling.
